the main reason is that there are not many maps there, no map or vehicle addition/modification, so the choices are very limited, when someone plays alone and choose the most popular maps there will be no maps worth playing for other players in the peak time.

I suggest reducing map cycle timeout to less than 25 which is too much to wait for a certain map.
