There a few small reasons why a server might have such a rule, but it's never really been an issues for us.

There is a neat little Bug on the BitchSlap map which is only usefull in the node-setup currently used on CEONSS: if both middle nodes are connected, it is a big bonus if the door is not closing anymore. To make this happen you need to have the manta explode in the door, after that it stays open.
The good thing is both teams can do it , so noone has a disadvantage, and I use it too - however I would be happier if this could be fixed

wont lock on, technically he's behind a wall

And can you hit him by sniping? is there also a minimal part coming out on top of the wall?

Shells from the tank are spawned next to the end of its barrel, which is outside the fence and why the exploit works. Collision volumes for the vec and its turret are behind the fence and don't include the barrel, so direct shots to the tank trying to come through the fence won't connect. Your only chance to take him out is to spawn elsewhere, teleport to the middle roof and approach the camping vec from there.
