Well, *cough*, using the same UT2k4 licence is not exactly what Epic had in mind when selling it... It's available for about 5 € - pretty well affordable in my opinion. And you or your brother only pay that once. That's much cheaper compared to other online games, especially the ones with monthly fees.

But playing together behind one router i.e. having the same public IP is no problem at all
