Is that really the case?
I don't have any certainty on the subject but I think parts of the para-match time is not counted in the Time part.
For instance, check the last page of stats, there is an example that seems to corroborate that (more than others that are less obvious)
Mon, Feb 13 2012 at 4:12:08 PM is the start time of a match on ONS-Alien2-T32-Beta8 which lasts 8.0
The next match (ONS-Tyrant-{KL}-BigAl-V2) is dated Mon, Feb 13 2012 at 4:21:43 PM
So that leaves more or less 1 minute and 40 seconds to acocunt for.
Given the number of players at that time, I don't think the server was left empty for a short time. Perhaps there was a server restart betweentimes but it would not have been at Tyrant match.
On the other hand Tue, Feb 14 2012 at 9:18:00 AM (ONS-Spiffingrad-T32-Crusha-Beta2) lasted 28.2 and the next match started Tue, Feb 14 2012 at 9:46:10 AM.
All I could suppose is that were was a quick start and quick voting (majority reach during the match?).

We had bad expieriences on TC with rematch on 8-10 minutes, many players leave, even on popular maps.
Do u remember, wait "2" more minutes and than finish it damnit! OMG this shiit map again! That sort of things we can miss, no?
With a rematch of 5 minutes there is enough to make a quick end for a rematch, and not to long to wait when they don't want a rematch.

That was not me, u hit my teammate who was on ur left and if u remember I came from the right side. I am sure I had 163 hp because I checked it just before ur shot. I thought about more hit at the same time but I could not notice anything except ur shot. Too much talking about cheating. Today i was headshot on TAM with a LG, had 125 shield 125 health (standard), after the hit 60 health and no shield.

So I'm looking at the ut2004stats site's table for CEONSS' last 100 matches, same as lila thought to do and here's the entries by descending duration below 10mins.
Matches under/at 3mins: 2%
Matches under/at 5mins: 4%
Matches under/at 7mins: 6%
Matches under/at 10mins:9%
Going by Kenny's definition of the problem, we'd be trying to address an occurrence whose frequency is below reasonable statistical error margins. Same for matches that last less than 5mins. IMO that's not even worth calling it a "problem" to being with. If we're to look for a more suitable threshold duration point below which some "short round" provision should trigger, it should be nearer the 8-9min mark than the 5min mark.
Also, notice how SPAMBOX appears twice in there (and once more before that, but now it's been pushed to page 2). I've long supported dropping that bad joke of a map as it never really had anything to do with ONS, and I think this argument also supports my position: no SPAMBOX, much less of a chance for short, disappointing matches. Some other, small and resource frugal candidate could easily take its place as the "crash map" if that's an issue, and it'd likely be "more ONS" than the octagonal shaft of spam and boredom.

Statistics without rematch enabled, count minus 1- 2 minutes than u have the real time.
The times will shorten very much when people know their is a rematch after 5 minutes.
For example, on Grendelkeep where quick ends are normal.

I'll observe the players behaviours very carefully. Activating the option / increasing / decreasing the repeat limit can be discussed and implemented very easily.
Spambox is the shortest of all maps, that's the one and only reason for being the "crash map", indeed. Omni had BitchSlap (one of your fav maps IIRC ;-) ) and Aridoom. But both can be played easily into overtime. The Omnis have been using some old, unoptimized version of Aridoom as their crash map for months now (and it's come up plenty of times already, trust me); before that they had UP-Sandcrack, which is kinda sad because it really is a decent map IMO. I don't recall BitchSlap (which I do, in fact, enjoy as an indoors ONS map with some quirks and tactical variety, just not as much as TripleSlap and MasterBath tbh) ever having been a crash map there though. How far back are you talking about here?
Back on point, nobody there gets "lured" into playing Aridoom instead of voting the next map as soon as the roster's finished loading, however, so other than the false promise of ONS gameplay, I still don't see what all SPAMBOX offers to CEONSS :/.
I keep forgetting to mention that the huge column of smilies continues to be pretty distracting in the msg. board's reply page, not to mention layout-breaking. Thanks for adding the strikethrough text formatting though, I'll try not torape abuse it too much.
