I don't think that would be fair. I'm quite sure the hitboxes on all the skins are exactly the same and it's just our perception that make them seem harder to hit. Although, you can force all the skins to be the same client-side, so you could have everyone be someone like Gorge who is fat and seems easier to hit. Kinda boring though.

Skins/models are a purely visual thing in UT2004, unless the Species Stats mutator is used. That is somehow broken in network games, though, and it would de-whitelist the server.

There is a program called Upaint on the 6th disk, this is what is use for making skins. You can open and edit the stock skins, but you MUST save them with a different name. If you edit any of the stock skins and save, you won't be able to connect to any servers because the files will be different and you'll get a mismatch. Also, only players who have the your custom skins installed wll be able to see them.

I play on a trails server often and the admins all have customs skins which other players can see, not sure how they did that. They also have a mod which allows you to customize your skin by buying items in their store (trail points).
