While it's true that ONS-MinusTankMeUp-Nightwolf-Rc7 had indeed been hosted on CEONSS for a long while, the map didn't conform to the other criteria you were drip-feeding us (an EVO version, biotank inclusion, etc.), so hopefully you can see how confusing could arise from that.

If you're trying to launch the game directly off of a map and instead of loading, it throws an error window, that's a telltale sign that the map requires some additional resource files that you haven't supplied the game with. Since the error window itself isn't informative of that, finding out what exact file you're missing can be achieved through numerous ways. Among the more practical ones would be to keep around and use P-Fat's
UTDeps handy program that would let you know all the files you're missing in one convenient list. You can derive the same info without the help any 3rd party tools too, but in a more time-consuming manner, by loading up any [stock, working] map, pulling down the console once loaded (using the '~' key) and inputting the command
open <full path to map's filename here> (if you've placed the map in UT's Maps subfolder, you'll only need to use the filename). If the game doesn't automatically begin loading the desired map, pay attention to what missing resource the mid-screen text will indicate, and proceed to find that file. In ONS-MinusTankMeUp-Nightwolf-Rc7's case, my guess is that the most likely reason it won't load for you is because you're missing PPCTank.u. Fish that from your cache (tools to do just that are also mentioned in the previously linked to post), place it to your System subfolder, and the map should load.

It's okay, don't worry 'bout it. Regarding the preview pic, it can be typical of map editors to expend hundreds of hours producing new edits of older maps and still forget to revise that part, so no, I wouldn't describe that as a bug - more like an omission. In any case, it's a prudent course of action to not place too much faith in such pics when trying to get a sense of what a specific edit might include.
